His Majesty's consul-general at Canton reported on 4th August that he had just had a long discussion with Governor-General. Latter had reprimanded Swatow for action taken there, and while holding that extension of limit during which opium should be boiled to ten days was an adequate concession, had promised to consider matter further.
Yesterday I made a strong protest to Wai-wu Pu in regard to two instances of illegal seizure of opium at Samshui and Suntong. I expressed surprise that while whole question was under consideration, and in spite of proof of conciliatory disposition. of His Majesty's Government, such proceedings should be allowed to continue. Wai-wu Pu promised to call for an immediate report on the two cases mentioned above. In reply to my enquiry they said that my note of 1st August (based on your telegram No. 111) was under careful consideration. They could not tell me when I might expect a reply.
